The first official volume was published on September 17, 2021, by Kadokawa under the Dengeki no Shinbungei label. The series has been published in English as Sentenced to Be a Hero: The Prison Records of Penal Hero Unit 9004 by Yen Press under the Yen On imprint since August 22, 2023.

The thirteenth goddess, whose existence was previously kept a secret. A small girl with fire-red eyes and golden hair that cackles and sparks. She was first found in a coffin that Dotta stole from the 13th Order of the Holy Knights. Her ability grants her to summon different kinds of swords from normal swords, cursed swords, demonic swords, to even holy swords. Like all other goddesses, she wants to be praised for her service which causes Xylo to feel very guilty. Goddesses also needs praises from humans if they want to survive.

Military Role: Thunderstroke Soldier Crime: Slaying a goddess, military malfeasance Xylo is a former captain of the Federated Kingdom's Fifth Order of the Holy Knights and a member of the Penal Hero Unit 9004. Although he is not the commander of the unit, he often acts the part especially on the battlefield. He was sentenced to being a hero for the crime of killing the goddess Senerva. He has tanned skin, spiky hair, and often speaks in a rough manner even to his superiors. His preferred weapons are throwing knives and swords, which he hurls at his enemies before activating his sacred seal. Of the sacred seals on his body that once made up his seal compound, only two remain usable: Sakara, a flight seal that enhances jumping and allows brief aerial movement, and Zatte Finde, a heat-and-light seal that lets him infuse weapons with luminescence and trigger controlled explosions.

Patausche often wears a serious expression and has an uncompromising and stern attitude, with a strong sense of justice. Although she may act as such, she is quite knowledgeable to things which are popular and currently trending such as fashion and popular restaurants. Contrary to her attitude, she is also fond of cute things and often berates Xylo, thinking that he is insulting her for her interest in such things. With her stern attitude, as well, she, and her unit, are willing to die for the sake of honor as its the greatest thing that mattered to knights. Patausche also has no skills in drawing and cooking, causing Xylo and the other Penal Heroes concern for others' future wellbeing.

He also has a permanent, pompous expression as if he was someone important - specifically a king. Norgalle is referred to as 'His Majesty' by the other penal heroes. He believes he is the rightful king of the Federated Kingdom. Despite his personality and attitude, he is very talented at tuning sacred seals and is the penal hero unit's engineer. He always acts very humble with Teoritta, a goddess, which is the opposite of how he normally treats others.

He is also the longest serving hero in the unit and no one really knows what crimes he has committed or any other info. Many rumors floated concerning his origin and the reason as to why he is in the penal unit. The only things they knew about him was that he exerts monstrous strength and he was called 'Tatsuya'. He has a large hunched back and always displays vacant expressions, and when called upon or commanded, he lets out groans which cannot be described properly. But sometimes, people can make out what those expressions mean such as laughing or being boastful. Due to him being in the penal hero unit, and them unable to fully die, he has died and revived so many times that his sense of self has eroded, and his ability to think or speak has faded, leaving him to respond only with groans to external stimuli.

Military Role: Artilleryman Crime: None A member of the Penal Hero Unit 9004, Rhyno is an eccentric individual who usually has a smile on his face and sometimes even twisted, causing the other people to think he is being sarcastic to the point of insulting. According to Tsav, he is 'bad news'. Besides, he is even harder to read that Tatsuya. All penal heroes had committed a grave crime that even death seemed too lenient a punishment. But Rhyno had applied to be a penal hero on his own volition.

His left arm was bitten off by said dragon and was finally caught. Sometimes, he doesn't even know he was already stealing things and realizes it too late.

He has a cheerful personality yet kind of a goofball and is very talkative. Although he is a cheerful person, he has quite a few loose screws. If he gets too emotionally attached to his kill targets, he could kill random people without a second thought and use them as proof that he has completed his mission. He is a former assassin of an underground association and is known as the best. Even labelled as a genius; a prodigy. Tsav is the unit's sniper and uses a heavily modified weapon finely tuned by Norgalle. He is also a terrible gambler and even barred from the gambling den at Mureed Fortress.
